GOP says “it was a ‘riot’ and it was shameful & violent; but it was not an ‘insurrection’”
If you admit it was a “riot” then it was also an insurrection.
Under US law, a “riot” — for the purpose of trying to overturn election results, or even just to “rebel” against the authority of the US — is an “insurrection”.
